I would say people complain because a) the food or b) the service or c) both of these things were bad.
I would complain to tell them what i think was wrong to a) get rid of my disappointment and b) to let them know that they need to change either the food or the service ....
If my food was lousy I would not expect them to fix it...I'd rather not pay for that meal and eat somewhere else where i know I will enjoy the food. Plus somebody said it already...the horrorstories you hear about what somebody might do to your food that you are sending back to the kitchen....
Not that it might be necessary true....but just the thought might kill my appetite.

I think that following should be your guidance in deciding whether to complain or not. Since there is always going to be factors that affect your decision. ie....the people you are with, the person serving you, and your overall mood.
I have complained at restaurants, I have walked out of restaurants, I have made big scenes, and sometimes I have done nothing at all.
Consider the following:
Relatives
1) Who is with you. ie.. is this your first date or have you been married for a while
2) If you complain will it REALLY fix the problem?
3) Is it really worth the complaint.? For example, when I take my mom out for dinner, and it is wrong.... I always send the food back. You only have one mom, and I if have the chance to impress my mom, the food must be perfect.
4) How much money are you spending on the meal... would you really send back that have eaten Taco?
Absolutes ...you have to complain
1) Food Allergy
2) Religious consideration. ie...you don't eat Pork
3) Dietary. ie. lactose intolerance, food uncooked, vegetarian/vegan
4) Time... you need to be at the airport 5 minutes ago
5) Monetary... you are spending your rent money in order to eat a $100 Kobe beef steak
Finally I'd like to say, sometimes the best way to complain is to never go back or not recommend a restaurant. The amount of money that the business will lose in the long run, will far outweigh your complaint.

I worked in restaurants for years. I never complain at the restaurant unless the food is wrong. I would always recommend to email the corporate office and tell the whole story, including the server name and what if anything the manager did for you. I usually get a letter back with a free app or meal. Be specific and cool about it, they really want your biz back. More people talk bad about a place then good, bad feedback is bad biz.

You see food is the most important item in our life and if it is not served hygienically with good taste and properly usually no one can take it especially when we are eating out !!!
On seeing drawbacks with the quality and taste of the food served in a restaurant, if the customer do not complain the same, then the supplier or the manager or the owner of the restaurant would not know fault in their businesses and the same problems would be repeated on in future as well. By making complain they get a chance to find out their mistakes and rectify them in the better benefit of all.

I have worked in the restuarant industry for approximately 17 years. I would say that 50% of the time they want to get something for free and the other 50% of the time they are scared that the server/cook will do something to their food if they send it back. In my 17 years, only once have I seen something happen to their food and that person was fired. Any decent restuarant will not allow their employees to "contaminate" the food.

Yes, I have complained and usually have had the problem fixed. If a steak has been too rare I have sent it back & had it cooked some more. Hopefully they didn't do anything bad to it.

Because the manager of the place doesn't see that the place is unfit for the customers and they also don't think that any is personally wrong. If you see an 800-toll free number, report it.

If the customer is cranky enough to complained, that customer would be better off just leaving.
Surely one would not want to dine at a restaurant where he has complained!
