A conspiracy is a pact or agreement to do something in secret. If well carried out, we cannot measure the effect is has on our lives because we are none the wiser. I can't think of any real conspiracies that have been uncovered and proven so I can't comment beyond that.
People can allege that a conspiracy exists, and they usually do so concerning events that seem unbelievable, or lack important information.

Many people live in "conspiracy land". For example the people that accuse Bush of leading a vast right wing conspiracy on one hand and then saying he's dumb as a rock on the other hand. Or the ones that say he masterminded 9/11 and then say he's incompetent.
I think it might have something to do with a tendency toward paranoia.

it could send you to jail. It is what criminals do. It suggest an illegal activity. In some cases just planning a crime is a crime. It is a very negative thing and you could loose the good side of yourself. The people that are successful in life have done things to better society. Conspiracy can only lead to temporary happiness.

Conspiracies usually lack some facts or are from a cover-up of an actual event. So we are adding our idea's to piece together the puzzle of the event to complete it.
