the 'chopping it off' part is the very last part of the whole sex change operation. as I understand it the transsexuals-to-be take hormonal injections of oestrogen and progesterone to increase the ratio of female hormones to male hormones. this aids in the development of breasts and other female attributes.
the thing is, their voice box doesn't change, so they'll still speak like they used to.
frankly I find it very disturbing and obscene.

yes, I read somewhere that they cut it off (I wonder where they put it then, can one take it home?), and with the skin of the scrotum they form the lips of a clitoris... I am sure you can find more and detailled explanation if you google it...! Gives me the creeps, slightly...
