use it between a heatsink and a cpu or other chip watever the case may be ... it is electrically conductive so u have to be careful not to get it on anything else and it is messy so dont get it on ur hands ... typically u would put a spot in the center of the cpu about the size of a large grain of rice then put the heatsink on top ....

well arctic silver is a HTC heat transfer compound
its placed over the cpu between the heatsink and the cpu, only a very small amount is used.. since if add to much that can cause problems, just like having to little.

It is thermal paste, you need to put it on the CPU core so that it helps to transfer the heat to the heatsink. Don't put too much on, just a pea-sized portion.
