I'll be laying down decorative stain for concrete. It contains no hazardous materials. Could I get away with a handyman license?

This likely depends on where you live, as I'm sure it varies from state to state, and there may be different types of licenses as well.

For example, in Virginia you might need a Contractor's License:
Any contract in excess of $1,000 requires a Class-C license.
Any contract in excess of $7,000 (I think) means a B-License.
And I can't remember what the requirements are, but there also exists a Class-A License which should be unlimited.

Keep in mind, the cost of the various licenses rises accordingly, so one gets the least one believes to be in need of. And, of course, if your jobs are all below $1,000, then you are not in need of such a License, as this comes in addition to your regular business license.

Other than that, you'll likely want to check out your state or possibly city or county Web site, they should have more specifics.

You should check at the courthouse if you have a burning desire to have a license of some sort. Nobody's going to throw you in jail for not having a license. A lot of small businesses operate for years without one. If they get caught, they just get a fine like a traffic ticket. The local government would rather have you pay them a little money than have to give you free room and board.

check into getting a "Specialty Contractors License". Insurance and bond requirements are less than a "General Contractors License".

You need to be bonded. What if the stain doesn't come out right and the only way to fix it is by tearing up the concrete and replacing it?
