Contact the neighbor first. He may be unaware of the problem. Sounds like he needs to have his septic tank pumped out. If he refuses to do anything, then call the health department and file a complaint. You can call the city or county government offices for your locale and they will direct you to the proper department.

Where I live, the Health Department must approve septic fields. I would start by calling that agency and see what they tell you. Otherwise, it would be the Housing Code Enforcement office (not the Building Code office!) if your area has one; or Environmental Protection.

in the county I live in you would call the county health dept. they would then do an inspection and if it is either black or grey discharge they would then have the utilites disconnected to the residence in voilation until the repair can be made . . my nieghbor had to replace dirt in our neighbors yard because it contaminated the soil. This is very serious and can make you ill and could even contaminate fresh water sources if your on a well. Contact someone immediately.

Call your neighbor first. If they dont do anything about, your local building or health department should put the heat on them. They obviously have not been maintaining it or this would not be happening.

In our city we have code enforcement. If this happens, we call the inspectors and they go to investigate. Usually, they will give the homeowners a warning and a time to have it repaired. If the homeowners don't have it fixed in that certain length of time, then there is a heavy fine and often a court appearance. We don't put up with sewage problems in our city.

Your local department of public works!! should be able to help you. If you cant find that call you local police department (non-emergency number that is) and see if they can help point you in the right direction.

first they need to be informed of the problem they have to take care of it.if they are renters there landlord or owner must have the problem fixed.if its not possible or unwise to talk to your neighbors call your local health department and inform them of the problem they will send someone out and inform thepeople living there what they must do .good luck
