Open an empty PPT slide
Insert
Picture
from file

get a picture

When it displays, size it.
To have words in front of the picture, use the Drawing toolbar.
click the Text Box button
drag a box.
Right-click to put the cursor in the box.
type your text.
right-click on the edge of the box
- the Drawing toolbar, you can click the "line" button and select "none" if you don't want a line
- you can "fill" the box with a color, or not
