From what i read from the rules: you can't change your roster after the season starts. If that is so, then how can you fill your roster if the active drivers can only start 9 races? (9 races = not enough drivers for each group) Or am i just reading it wrong. Please explain. Thanks!

Yes you can pick different drivers. There is a weekly deadline, but you select different drivers for each race. (Just pick them on Wednesday before the race and you should be good).

you change it each week before the qualifying. After Qualifying, you may toggle between the drivers you selected, but cannot change to other drivers. Once race starts, no more changes.
