Somebody already mentioned MZ Firefox but if your comfy with MS IE you can install Yahoo! toolbar and use the one in that which works pretty well.

Change the security settings on your browser. Then you'll get a little box at the top of the screen telling you that a pop-up was blocked. You can take the site name and go back to the security settings and decide to block or allow the site.
For firefox you uses Tools->options->content
For IE you Tools->Internet Options->security

dont download pop up blockers from the internet. get a good pop blocker but before you do check if your pop up blocker is turned on.

I didnt installed any pop-up blocker but I'm using Morzilla Firefox as my browser and installed google toolbar and yahoo toolbar.
and it blocked 99% of the pop-up

Download Mozilla Firefox instead of Internet Explorer. IE is full of pop-ups and spyware, Firefox is the way to go. Try it and you'll see.

Find a pop-up that tells you your system is running slow and that you should download a program to speed it up. I garentee you with my life that it is not scam since I have done it many times before. My comp always works gr8 afterewards. ^______^

I would scan your computer for adware\malware software.
www.trendmicro.com - it's free online virus\spyware\malware scanner then to prevent future pop-ups go to www.panicware.com and download 'Pop-up Stopper Free edition' it works really well.
