Create a site at http://www.terapad.com/net , you get forums free with that (and shops, and analytics, and blog, and CMS, and search engine optimisation etc etc).

I'm not sure about ones where you have to pay, but I do know about the free ones. I would suggest one of these sites:

www.proboards.com
www.invisionfree.com
www.forumer.com

All are free, easy to use, and have great admin tools. Of course, since they are free, they do have ads. But they work great, so it evens out.
