The adjustment is under the floorboard. Trace the emergency brake cables from the rear drums forward they will meat at one point behind the left rear passenger seat. It looks like a yoke with the single cable leading forward. Spray the cable and jam nut with BLASTER solvent. Available at any auto parts store. Clamp the cable on the four sided end with vice grips. Adjust the cable nut clockwise a couple of turns. Check your emergency brake and adjust the cable if necessary.

FIRST CHECK THE REAR BRAKES TO ENSURE THAT NOTHING IS BINDING OR HANGING UP AND THAT THERE ADJUSTED PROPERLLY AFTER THAT IF YOUR PARKING BRAKE SYSTEM IS WORKING PROPERLLY YOUR REAR WHEELS SHOULD BE LOCKED ON THE 8TH CLICK OF THE PARKING BRAKE
