The 'Occam' who came up with Occam's Razor was actually William of Ockham, a Franciscan friar.

So you make a very good point. If he loses a razor, because of his vows of poverty, he's not exactly likely to be able to run out and grab a new one right away. And he did need one because friars at the time were generally clean-shaven.

Fortunately for him, another of the fall-outs from apostolic poverty is the encouragement of sharing, particularly among other adherents. So I can say with confidence that once others swiped his razor, he almost certainly just borrowed one from his neighbor.
