He is only the Commander in Chief of the Army and Navy, and only when State Malitias are federalised is he their temporary Commander in Chief, but he is not the Commander in Chief of anything else.

If you are not in the Army or Navy, he holds no sway on anything.

He is not. Bush, at least for now, is President of the U.S. to civilians. According to the Constitution he is only Commander in Chief of those in the military. If you are not in the military he is your President not your Commander in Chief. There is a difference between them. The military has to follow the President's orders, as long as they are not unlawfully given. Civilians, on the other hand, are not bound like the military is. For example, if I was in the military and our Commander in Chief gave me an order to salute him. I have to obey that order. As a civilian I don't have to do that. He could give me that order and I could flip him off if I wanted to. He is my President not my Commander in Chief.
