Freezing rain is liquid water precipitation which freezes upon contact with the ground, cars, trees, etc. It happens in the winter when rain falls through a deep layer of atmosphere that is below freezing.

It is rain that turns into Ice where it hits. It happens in the areas where it is slightly to warm for snow, and slightly to cold for rain. Northern United states gets it often , it sucks, the power always goes out. The weight of the ice breaks a lot of trees and power lines come down.

The lighter type of freezing rain is sleet - which is a combination of rain and snow. Hail is balls of ice. Some hail stones have been known to be so big that they have smashed car windows. Its a rare phenomenon.
