It can be up to 3mb. It is highly likely that your ISP does not guarantee that speed. Many broadband connections are shared and the actual speed you get is dependent on various factors. One being the tcp/ip settings of your machine and/or router. Others include how many other people are using the same upstream pipe that you are, what you are connecting to. With satellite and wireless connections environmental factors such as the weather can be a factor and there are typically more packet errors resulting in retransmits which affects the overall speed.
Now if you have a T3 line then you should typically have a full 3mb worth of bandwidth available guaranteed.

The keyword in your question is 'upto' meaning that the maximum speed of the internet connection is 3mbps. Many people with certain internet providers eg. (Karoo, Tesco, Wannado) may be experiencing lag most of the time that they are connected. Lag is simply when broadband goes slow for say a couple of minutes or a few hours. This may happen quite a lot or sometimes it doesnt happen at all (Lucky People). I hope it helps :-)

Although your speed is supposed to be up to 3MB you wont actually get that fast. You will probably only get around half that.
A lot depends too on how many programs you have running at the same time. Things that use bandwidth will slow your speed down. Close all programs and do them 2 speed tests. If it is less than 1MB contact your ISP.

Try "www,freespeedtest.com" or you can do a simple search on the Internet for "check speed of my broadband connection"! There are many free sites. Also, sometimes the company providing your service may have a site that will do it for you.

If you have a usb modem, and connect through this, there should be an icon is system tray with two screens flashing blue. hover over it and see what speed your conection is. if not, go to start conect to and show all conections click on properties of your connection. or if its wireless. you will have to access your wireless router pages online, just type in 192.168.1.1 and login usually with admin as user and admin as password. then read down to see!

I don't know how you check the speed, but if you delete some unwanted files, or browsing history, it should speed up a bit.
