In layman's terms, it fights current flow through it, using up some the the energy in the flow. The lost voltage across the resistor doesn't disappear, of course, the resistance of the material in the resistor transforms it into heat. So a resistor is used to drop voltages and help control amount of current flow. If you have a 12 volt source and a 9 volt lamp, you have to 'use up' 3 volts or else the lamp will 'blow' pretty quickly. A resistor in series (of an appropriate value) will drop that 3 volts for you.

If you try to get 25 amps out of a line that's rated for 15 amps you'll blow the fuse. Resistance is measured in ohm s so that a 5 ohm resister will resist the current by 5 ohms.
