There are several tests that a shop can do to determine exactly where the problem is. Usually a low battery will still do something . Do the dash warning lights (oil, check engine, etc come on as usual before you turn the key as far as "start"? This would show that there is some electricity in the battery.
With the key "on" but not at "start", do the turn signals work at a normal speed? This would indicate that the battery has a good charge.
If the battery is seems good, then I would suspect the solinoid (that is a electrical switch that turns on the starter)

I would start by jumping your Cavalier to get it started. Once it starts, check that the alternator is charging the battery correctly. You should be able to disconnect the jumpers and turn on everything that draws power and the car should stay running and the battery charging at between 14 and 14.5 volts. If not, your alternator should be replaced before the battery. If it checks out OK, shut off everything and let the engine charge the battery for 15 minutes. Shut the engine off and the car should start fine. The battery output voltage when you are trying to start the car should be at 11 - 12 volts. Check the battery cable connections to the battery and clean them up to ensure good contact. From what you have said in your description, your battery is no good. Good luck.

Your battery is dead. You can take it to let's say "Les Schwab",they will test it to see if it has enough juice left to charge it and reuse the same battery. If it is dead dead, they will sell you a new one that is the correct size for your vehicle. To get the car to Les Schwab, use jumper cables, your car should fire right up, don't turn it off until you have driven at least a half an hour.

If it was the battery it would make a sluggish turn that would decline. It sounds like it could be your starter. Have someone crank the car on while you look under the hood to see if you see any smoke coming from the starter.

you can take it to a part store to check it, but you should check your cables on the battery, they can get loose and cause that.
