Yes it is illegal to order bongs pipes and parephenilia, IF you are going to use it for illicit drug use. It is legal however, to purchase a tobacco water purifier, a hookah, or a glass/wooden tobacco pipe. There are a few unregulated herbs that one can smoke that are sold over the counter. These however will not get you "high" as they say but may prove a worthy alternative to illicit and illegal substances.

P.S. it is legal to smoke marijuana in some places under certain circumstances. But it's doubtful in most peoples cases.

Tommy Chong was selling bongs over the Internet for whatever purpose. (Decorative, etc.) An over-aggressive prosecutor in Pennsylvania named Mary Beth Buchanan dragged him there to charge him with illegally selling paraphernalia. He served time in prison.

You can order glass smoking devices,never state it is a bong. Also "head shops" sell smoking devices in all price ranges.

You have to call them "tobacco pipes" or "water pipes." As long as you are using them to smoke "tobacco" then it shouldn't be a problem. Why do you have to order it into the US? check your local head shop, they should have plenty.

Possession of Drug Paraphernalia is a misdemeanor in most places. I would guess an average would be up to $500 and 60 days.

It is not illegal because under law, they are considered tobacco smoking supplies. We all know what they are for, but under law, they can be sold if it doesn't advertise marijuana.
