I would like to earn a Bachelors (4 year degree) in pre-law, legal studies, or as a paralegal. I can't seem to find a good accredited university. I have already completed 3 years in California for legal studies, but can't seem to find a good college to transfer to in Houston. If anyone can help, I would appreciate it. I'm even open to online universities that offer a four year degree in pre-law/paralegal.

This sounds odd, but I think it's a function of how certain you are you want to go into law (I had 4 different undergrad majors). If you're certain you're going to law school, it really doesn't matter, provided the undergrad school is accredited, affordable, and you make good grades. UNLESS you want to combine law school with a technical undergrad, such as for patent law, in which case your undergrad major won't be pre-law, but the technical field, and that's a whole 'nother question. And if you decide not to pursue law, then the question is how respected is that school in the field you do pursue.
