I would sand down any areas that are beginning to splinter and then paint on a coat of deck stain. Paint will just chip away. The natural grains will come popping out and look just wonderful with a nice stain. If you want color, stains also come tinted. I prefer the natural wood look myself.

Even the best paint is still just a coating, It's not going to stop cheap wood from splintering, you could try machine sanding it smooth & splinter free, then seal & apply epoxy base elastomeric deck coating.

First scrape all the old paint/finish off the deck and then replace with deck sealer. Also depends on what type of wood is it pressure treated wood, cedar, redwood? For more tips go to www.homedepot.com

Use a good stain, never paint on a deck. Paint will crack and peel, stail will only fade. Typical lumber used for a deck will crack over time, there is nothing to prevent that.

I have used tinted waterproof stains for decks they seem to last longer than paints and will only fade over time and not chip and peel. Hope this helps!

Now you talking deck paint as on board a ship or boat or floor paint. different stuff but sounds like it needs a rub down then treat it.

Your suited wager is to take a pattern of the previous paint (the two peel a loose piece off or scrape some off) to a pool supply save and have them experience what you have with a clean field of it or a matching paint.

The wood is fine, he just didn't waterproof it. You need deck waterproofer or deck paint and then waterproofer.
