Usually not; changes can only be made at the end of the lease period. However, you need to read your lease and see if there is a clause that allows the landlord to change the terms with a certain period of notice (like, 30 days as an example).
Unless you agreed in the lease to allow changes during the time period covered by the lease, then I would doubt the landlord can make changes until after the lease term expires.
Of course, laws may vary state-to-state, so you need to talk to someone (a realtor perhaps) with more specific knowledge about the laws in your area).

Yes he can change rules in the lease. However, say if your current lease states that you can have a pet, he cannot change it UNTIL the lease is due to be renewed. Then he can say "no pets" and not renew your lease. You then have 30 days to get out of his house OR get rid of the pet.
Other things that can change at lease renewal:
Utilities
Pets
Smoking in building
parking
laundry
Rent amount
Late fees
Things that CANNOT change during lease:
Utilities
Rent amount
Pets
Late fees
Turning it into a smoke free building.

Rules and Regulations...Yes! Lease terms...No!Not without an ammendement/addendum of existing lease or new lease.
There is a difference btw the rules a tenant must observe eg no smoking in the apt and lease terms governing the tenancy such as lease rate, lease start and end dates, renewal provisions
