Computers are not "smart". They don't have intelligence. There are, however, some programs that simulate intelligence, known as AI or Artificial Intelligence.
Computers don't actually "think". They follow a pre-set sequence of instructions (code). Because they are fast, their computational powers are tremendous, but there is no "original thought", no true "decision making" (other than what the instruction codes give them), and thus no true intelligence.

Define smart...
A computer can only do what it is programmed to do. If the programming is of an intelligent nature, then the computer can react in an intelligent way.
I wouldn't call a computer smart at all. Computers are amazing tools which extend our own abilities. But they can't think for themselves in the sense that we can. Even though there have been some progress in creating what appears to be artificial intelligence in machines, it is still just code being followed by the computer.

actually they are only as smart as the user they just allow us to access information
but in the next 10-20 years when Artificial Intelligence is mastered they will be extremely smart by the way Intel just invented a prototype of a Processor with 80 cores this type of computing power will allow computers to think for themselves

:) they are smarter than most people and they are only as smart as we make them.
they do things programs tell them to do. you can tell it to deliver baby, open heart surgery, clean up your room, do your homework, etc.
