you can build a normal website and if your mobile is internet ready you can use it to access the website.

For your second question, the are a number of ways you can get free internet on your mobile.
1. Using a blutooth connection either from a computer or another internet ready phone.
2. By WIFI if you mobile is compatable you can connect to hotspots and go online.
