Try this
http://housecall.trendmicro.com/
Its a free online virus scanner, works very well.
Also, download Spybot Search and Destroy...Toolbars and other ad delivery systems can contain both trojans and adware. Get it at
http://www.safer-networking.org/en/index.html
Also, if you are running windows and are good with computers, you should check out your windows services...a lot of them are massive security holes and are of absolutely no use to you.
There is a list of them here, and how to edit them. Be careful though.
http://www.theeldergeek.com/services_guide.htm
The best way to get rid of a virus is by running scanners and getting rid of it as soon as possible. The more time you spend screwing around on the computer trying to figure out whats doing it and why, the bigger chance you have of it downloading even more viruses and adware on your system making it harder, and in some cases even impossible to fix without a format.

Ben,
It may be that the browser has been hijacked, if this only occurs while online, then odds are, it's the browser, if these pop-up while off-line, then it could be a virus or trojan....
Google, "Browser is hijacked" and see what comes up. Good Luck...
UPDATED: Just because someone says: Go buy a AntiVirus CD, You don't need to identify it.. They are totally wrong, You must I.D. What's causing the problem, before you can destroy it.. It's like saying "because the car won't start" Go buy a battery, How do you know if the battery is the problem to begin with???????????

My take on it would be to go to the URL below and get the anti-virus software there, install and run it. Then do the same with their anti-spyware product. This should take care of it, unless it is a really new deal. And if it is, it will be caught by tomorrow's update!

Update and run your Anti-Virus program. Don't have one? You can run a free online scan from CA.
http://www3.ca.com/securityadvisor/virusinfo/scan.aspx
Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.
Download, update and run Adaware---http://www.lavasoftusa.com/software/adaware/products/select_your_product.php

EASIEST SOLUTION:
Go to the store.
Buy anti-virus software.
Install it.
No matter what virus you have (if you have one), it will fix it. Don't waste time trying to identify the name of it. Just fix it.
