Yes, one "ball" always hangs below the other, because if they were both at the same level, then they might get squished when you walked and that would be very painful.

Yup; totally normal.
You'll notice they move, too?
This has to do with their ability to control their internal temperature.
Check it out...
Go to your bedroom & take your pants off.
Take a cool washcloth & a hair dryer.
When you place the cool washcloth by them, they draw up near your body, to stay warm.
When you aim the hair dryer on them, they drop down...away from your body, to cool off.
