Seeking nice decent MO town?

Is there a city in MO where people are normal, down to earth,(not snobs or in your business all the time), good schools, nice, decent something to do neighborhoods/community?

Try Popular Bluff or Cape Girardeau (both south of St. Louis....) My inlaws live around there and I've visited both towns/cities and they seem nice ....Cape has beautiful murals downtown.
