It keeps overflowing... the plumbers come and snake it but then w/in a few weeks it overflows again and I'm thinking there's something more to the prob. How do I know for sure that the water is off? Which direction is the knob supposed to point? I thought i had it turned off when the first plumber came to look at it but I don't remember seeing him turn it back on.

The valve turns clock wise to shut off the water, counter clockwise to turn it on. Sound like there is somthing stuck in the throught of the commode. First try sucking all the water out with a wet and dry vacuum. or dip it out then soke up the rest with rags, sometimes what ever is caught will fall out. I've had to pull commodes to clear things from the neck.

if the water is off to your toilet the tank on the back will not fill with water. You can test this by flushing; if it fill up - water is still on; turn the handle the other way.

Flush. If it fills back up it's on, if not turn it and flush again.
