Most of the time, yes. Some men's nipples are as sensitive or more sensitive.

I'll answer this question as per human body plumbing.
Females nipples are more sensitive and it prolong for longer time as compared with male nipples.
I would recommend females to play with males nipples as well, as it helps stronger erection in men.

On average, men's nipples are more sensitive than the average woman's nipples. That's not to say ours aren't sensitive...just that men tend to be slightly more sensitive! (epecially if they have the type that are perpetually looking like 3rd grade pencil erasers!) ;) heheh
