That's exactly what's happening in many states. Here in NY, where I live, it's legal for girls to go topless anyplace a guy can, unless there's been a local law passed to the contrary. I go to the nude beach so it's not an issue for me, but many girls now are topless at what would be considered "regular" (non-nude) beaches.
Don't expect to see girls walking down the street or into 7-11 topless anytime soon, but at least some states are starting to lighten up on our bare boobs.
