Okay, so I have done some research and I think there is only one place where you can be 21 and rent a car every other place you need to be 25. I'll be 19 when there, I know the reason why you cant rent one under 21 but it is so stupid, you can legally drive your own car but you cant drive someone elses, they should just charge people under 21 more. Anyways if you know of some locals who dont care about your age please tell me. Another thing is if I dont rent a car, I would have to have taxis set up before hand to pick me up from my house to drive me to wherever correct? Any other opinions on the whole thing would be great.

Yes, you are going to have to either use a taxi or stay in a hotel located down town so that you can walk to where you need to go. The town area in both St Thomas and St Croix is not more than a few blocks long by a few block wide (few = less than 10) so it is possible to walk it. If you dont stay in town then there is no way for you to walk to b/c there arent a lot of sidewalks and I dont recomend that you walk along the roadside.

There are a number of places that will rent moped or scooters to you. The 21/25 is insurance requirements. Booze flows pretty free in a duty free area such as USVI, another thing is that they drive on the left. Their cars are left hand drive, the same as in mainland US, but they drive on the left, British style.
