alright all you judgemental people out there who feel the need to pass insults even if you don't know the person, take a look at my other questions, they're just questions, philosophical questions, questions about morals, ethics. questions that make you think and take a good look at yourself.....so CHILL alright! more will be coming in the future, don't take it personally! good lord, people are so touchy and gullable.

Its funny that, as soon as you remove all consequences, morals go straight out the window.
It seems to me that most people here are dogs on leashes, if they can act in impunity, they will do the actions they blame the others for doing. Like the person who said "I would kill you because you are dangerous." Its a messed up world, lots of people who deserve to die live, and lots who deserve life are dead. Where would you draw the line?
I have a lot of people I dislike, but to wish them dead would be to take an easy way out. However, I just want to point out to all that named people (no matter how horrible they were), that you are all able to murder someone. You simply fear the consequences.

There's always a situation where anyone would do anything. The only real question is how often such a situation arises.
For the record, a huge chunk of murders tend to go unsolved anyway (anywhere from 20-50%, depending on how you count and where). Given that many of them are crimes of passion and the like and thus easily solved, it's quite plausible that most of us DO have the power to kill people and not get caught.
Personally, I don't believe I would have too much trouble doing this if I chose to. But I haven't chosen to yet. Which suggests that appropriate situations for such actions by my standards are somewhat rare, at least.

No, because each life is precious no matter how one deems them good/evil.
The power to kill people is a choice. And with choice comes the responsibility of the consequences. We have the power to choose the choices we make but we have no power over the consequences.
This would also alter the fabric of everyone. An example would be of killing someone because they cut in front of us in traffic. That person could have been a doctor who has a big impact in a hospital.
So... you leave the power to kill alone. There are other means -- always. It leads to violence and war.
