The best place to get makeup depends on your budget and your needs.
Mascaras,eyeliners and lip glosses are generally okay to buy at the drug store.
Foundation is easier to choose at dept. stores or boutiques because you can try it out.
Eye shadows, blushes, and lipsticks can go either way. It all depends on how good you are at judging how a color will look on you.

Personally, I really like Clinique and BeneFit lipsticks. Revlon lip sticks are good but few drugstores have testers and they don't have good safety seals.
L'Oreal mascaras are pretty reliable.
Stila and MAC make good eye shadows. So does Revlon.
Maybelline has a few good products like their brow gel.
I don't bother with Cover Girl because I haven't had much success with their products.
Prescriptives foundations are good but their color make up is a bit over priced and over rated.
Lancome's products are good but often scented.
Sephora stores are a really good place to check out products. They carry a lot of different brands and offer testers. Also, the salespeople are not tied to one brand or 1 counter so you can ask them what they recommend from each line.

Definitely MAC!!! There makeup is not tested on Animals and Always looks great. It also lasts a long long time. I would not buy it using their website because they do not have actual color samples. Go to the store, either MAC or Macys, and they will be more than willing to help you see what works with your skin.
The downfall...it can be a little costly, especially when you see about 15 eyeshadow colors you want and see the lovely price tag of about 12-15 dollars for one. It adds up quickly.
If you want to go the cheaper route, Loreal's HIP line is great. The make up is really good in their pigment count( the more pigment, the more color shows up). HIP actually shows up on darker colored skin and really really pops on lighter skin! You can buy it at any drugstore.

Sephora is great becuase they sell so many brands. It is also good to go to a nice department store such as bloomingdales because the people at the makeup counters are trained in their brand so they can show you a lot and are very knowledgeable. Personally I love Benefit for color products, I love Dior lip glosses, Chanel skin care is great and Mary Kay makes the best foundation and powder I've tried.

Me personally, I used to spend too much money at Dept. Stores.
Now I hit CVS. I found out that certain big brands also have the eco. branch which is the same things... For example: Clinique, Almay...
Lately I've been using Neutrogena, great on the skin, but I use a primer underneath to make it last... it has blemish control and feel fab on my skin.

I love MAC and I love Sephora. You can go to MacCosmetics.com to search for a Mac Store or Mac Counter in your area. Check out Sephora.com to search for stores in your area. You can order the products online but if you are a first time user its best to go to the stores.

You can get make-up from anywhere but use a tester like on your arm or face to test it before you buy it to make sure it's the right one. Also, if you're looking for lipstick then non-stick are good, because they don't stick to cups and stuff and aren't a nightmare to get off stuff afterwards

its true that if you spend a bit of extra money on somethin like foundation you'll probably get a better quality longer lasting one...so try stuff like that from top brands like estee lauder..dior..lancome..etc...and for normal stuff like lipgloss..eyeshadows etc try other brands like maybelline...revlon..u can buy them form a drugstore or a beauty store..like boots or superdrug (UK)..or try MAC...their make up is really good aswell..
