There are bacteria called extremophiles, some of which are psychrophile/cryophiles. That means that they grow better at temperatures of 15 °C or lower. They are common in cold soils, permafrost, polar ice, cold ocean water, and in/under alpine snowpack.

yes but it depend on the bacterium, many bacteria have adapted over time to survive very well in subzero temperatures. the reason many other bacteria do not flourish is because water molecules inside the bacteria may freeze and the enzymes are affected. bacteria which can survive in these extreme habitats are called extremophiles
