If you want to retain the video quality, then the best way is to use Winrar and pack to video file into smaller segments. Winrar will let you set the size of each segment. For example if your email account will only allow 10Mb per email, then you would want to set the size at maybe 9Mb (don't go for the max because emails also include packet info which takes up some of the space).
If you have a large video file you may need to send several emails.
I once sent an entire DivX-encoded movie this way and it was 80+ emails.

You can decrease the resolution, or compress it with a codec that offers better compression. The DivX codec is pretty good for this, and it's pretty standard too.
