Not an all-time best XV, this is just my list of who I consider the greatest players by position:

Loosehead prop: Jason Leonard (England)
Tighthead prop: Enriquo Rodriguez (Argentina and Australia)
Hooker: Sean Fitzpatrick (NZ)
Locks: John Eales (Australia) and Martin Johnson (England)
Flankers: Michael Jones (NZ) and George Smith (Australia)
No.8: Willie Ofahengaue (Australia)
Halfback: Nick Farr-Jones (Australia)
Flyhalf: Mark Ella or Michael Lynagh (both Australia) ..... too hard to choose
Inside centre: Matt Giteau (Australia)
Outside centre: Joe Stanley (NZ)
Wings: David Campese (Australia) and Brendan Moon (Australia)
Fullback: Roger Gould (Australia)

I'm find hard to choose between Ireland and the All Blacks. IRELAND for OBVIOUS reasons, the All Blacks for the way they play their rugby-pure class.
Unlike some cheap team who do nothing but KICK.

I know there are more better sides than France but in my opinion France have been the all time most consistent team.
