Right click your recycling bin desktop icon. Click on properties. Be sure the box which says "do not move files to the recycle bin" is not checked.

it depends on the file size. If the file is to big to sit in the bin on your desktop (as you can set the hard drive space you want to use for it in the options menu) it will just delete it instead of placing it in the recycle bin

How are you deleting them? If you drag them from my computer or explorer to the trash, or right-click and delete then they oughta be in there. If you use the cmd prompt or most programs the files will not go to the trash. There's no rule that says programs must support the recycle bin.
Also if you drag to the trash and hold down the shift key it will get deleted immediately.

Deleting and going to the recycle bin *can* be disabled...I did it for a long time, then decided, what the heck, re-enable! Are you sure you didn't block it?
