I would argue that needs are the initiating forces of behavior, but not the sustaining forces. I say this because we start off life worrying about "needs" food, shelter, warmth, etc.. If and when those are satisfied, then we start working on our "wants" -- color TV, three cars, etc.
It is not clear to me, however, if the pursuit of these wants leads to sustained behavior or to an eventual "crash and burn".

I agree with the statement because, firstly, one of the main principles of life is MOTIVATION. When people are motivated to do something, they will put as much effort as possible to have their needs & wants fullfilled. We usually do 'something' in order to get or achieve 'something'.
What is 'needs'?
For example, there are basic needs as people have a limited number of needs which must be satisfied if they are to survive as human beings. Some are material, other psychological and emotional.
People's needs are finite, but wants are unlimited. However, one could argue that people's wants are people's needs! It all depends on peoples' individual differences.
So they are then motivated to get what they need, and this leads to a particular behaviour of fullfilling the needs.
And as I've already mentioned people's wants are unlimited, therefore one could again argue that people's needs are unlimited, and thus we'll always try to fullfill our needs! And this in turn will lead to ... 'initiating and sustaining forces of behaviour'...

YOU are right till the time you understand that the needs are of your mind and body THEY ARE NOT THE NEEDS OF YOUR REAL SELF . YOUR SELF IS A SOUL AND THE outer expression of your real self is your ATENTION which is part of absolute inteligence and a capable force ,the sea of love ,compassion and mercy thus this attention has the organising capacity to organise the needs of mind and body with its qualities of love , peace,and harmony .This brings the change in BEHAVIOUR by understanding the NEEDS OF YOUR REAL SELF
THE NEEDS OF MIND ARE RELATED TO TIME ONLY AS MIND IS NOTHING BUT INFORMATION OF TIME BASED ON THE EXPERIANCES OF THE PAST AND BASED ON THE PAST EXPERIANCES WE THINK OF FUTURE these needs of the mind are related to lust,greed,anger,attachments and ego etc.thus are biased.This can lead to biased behaviors.
THE NEEDS OF THE BODY ARE STARTING FROM HUNGER ,CLOTHES ,SHELTER ,and VANITIES OF THE WORLD this also leads to biased behaviors . Please ask if more clarifications are needed . Regards chand.

because there is a hierarchy of need for all of us.The number one need to sustain life is food,the second is shelter; the third is to procreate.Life requires action to fulfill these needs. If we don't act, we die.
