Polar bears are Arctic animals. Penguins are southern hemisphere birds. No animals live at the south pole apart from humans at Amundsen-Scott station. Some penguins live on the edge of the Antarctic continent but most live further north but ll are south of the equator.
The original penguin was the Great Auk, a flightless sea bird of the northern hemisphere. Its range overlapped with polar bears so it is likely that at one stage polar bear ate penguins. The name was extended to the southern hemisphere birds and the great auk became extinct in June 1844 so today, polar bears can't eat penguins. But they did once.

I'm sure if one ever met a penguin it would eat it, but this is unlikely to happen as they live at opposite ends of the planet.
