This is a tricky question-- I'm guessing that by literacy you mean reading. There are all sorts of other kinds of literacy: information, media, health, computer, etc.

But as far as reading, writing and spelling are concerned, 20 countries are tied for 99.9% literate populations. Of the countries that have literacy rates at or near 100% Sweden has the smallest percentage that are at low level of proficiency 25%, For comparison the in the UK and the US it is about 50%.
