well, i always use evan ft-lbs. in your case i would suggest "jag" ft-lbs.

There's probably a factory spec but I have always just gone snug with a wrench. It won't leak and it's easier to remove next time. They have a tendency to lock in over time so snug gives a consistant start point for me. IMHO...
