Yes, but Auto Arrange has to be turned off, and that's easy to do:
1) Right-click an empty spot on the desktop.
2) Mouse over "Arrange Icons By"
3) UNCHECK "Auto Arrange". Make sure "Align to Grid" is still checked.
Now you can put icons where you want them, and they won't cover each other.

If you are using a windows operating system then you can,just select an icon then drag it to the place you like it on your desktop.If this doesn't work right click on your desktop then select 'Arrange icons by' option.in that option see if the 'Auto arrange' option is selected.If it is then unselect it.Now you can rearrange your icons on your desktop by the method mentioned above.

I like mine, instead of the desktop, on the "Quick Launch" toolbar - little toolbar that you can move about on the status bar at the bottom of the screen instead of having them spread out hither and thither all over the derned screen. Then you can scoot them around in any order. I have mine over at the right side, with only a few visible, and an arrow I cursor-over to reveal the others. One click activates any given application.

yea you just need to drag them and drop them where ever you want
if you want to rearrange them by name,...
just right click on the desktop and you see the options
