Not really. The computer just runs programs that were created by humans and perform the logic that humans have given it. While there have been great strives in artificial intelligence, many programmers are just taking advantage of the fact that a computer can record everything so it "never forgets" and can act upon this knowledge.
For instance, you can play against "the computer" when playing Internet spades; however, "the computer" has a tendency to act in a particular manner every time making it predictable... actually too predictable. For instance, "the computer" is more interested in making its bid of 2 instead of setting a nil. This is due to the limitations applied by the programmer that wrote the program. However, "the computer" has an advantage over most players because it can remember every card played and can use this to its advantage after it has made its bid in determing if it can set you or can dump bags on you.
Or how about chess. You can make a move and "the computer" can figure out every conceivable response and your likely responses until the game is over before making its next move. (The game would progress very slowly, even with today's pc computing power.) This is because it was programmed to do so by humans. However, its next move is generally made as a response to protect itself and better itself against the most logical next move or moves that you will make. Unfortunately, humans are many times unpredictable and computers don't know this unless it is programmed in to them.
To sum up, you are not playing against a computer. You only play against the programmers that created a program to simluate play. While artificial intelligence is improving, we are no where near human thought yet.
