I have a bit of rust on my chain and on small bolts. Is there something you can spray to get off the rust? Also, could I wax the metal parts to help further rusting?

I would use Liquid Wrench, this will at least break the rust if you want to get them loose to replace, by way that's what I would do because they will eventually rust away.

Naval Jelly will remove rust - it's available everywhere. I would not use it on the bolt heads. Use an 8-0 (00000000) steel wool - very fine. Available at hardware stores and some auto parts places. Wax will help prevent rust. Clear lacquers will last longer and also prevent re-rusting.

ON the chain, WD-40 works well, but wipe off the excess with a rag. ON the bolts, try using a portable, cordless drill with a wire wheel attached. I restored an old motorcyle and that worked great for me. Just keep the bike in a dry area, and the rust should stay off.
