There are some standards followed when u deciding domain for u site

1)For example if yours is commercial site then it will be like

www.xyz.com

here .com refers that your site is used for commercial purpose

2)if you have an educational institute then your domain will be like

www.hischool.edu

here .edu shows that yours is some education pupose site

3)if your are making site for some charity purpose

then you site will be like

www.donate.org

4)if your site is for government then it will be like

www.indian.gov

5)if your site is for miltary purpose then it will be like

www.indian.mil

6)lastly if you want your site to be country specific then it will be

www.yahoo.co.in

which refers to site of Yahoo for country india

The only "procedure" is to decide on a name you like and can live with for awhile, hopefully a name that is as short, and as easy and meaningful and catchy for your readers to remember as possible! Go to Google or Yahoo! and search for the word "whois". Pick the one called "internic". It lets you search by domain to see if a name you're trying already exists. You have to pick one nobody's already using! Keep thinking about it until you come up with a unique one. Remember! You'll have to live with it! So choose carefully!

If you mean the domain name, then you have to pick that for yourself. Most people base it on the type of site it is. You can check to see if that domain name is registered. Don't pick something that is easily confused with another person, company or product.
