I was in art class recently and a girl got out of her seat to go get something. There was a bag in her way, so she had to lift up her leg. When she did, I could see all the way up her skirt and she wasn't wearing any panties. I mean, I could clearly see her vagina, and I didn't know what to do. Is this the norm with girls (15/16) wearing skirts in school? Should I have told her?

I don't know if this is the "norm". To be the norm at least 50% of teenage girls would have to be doing it,and i don't think the percentage is all that high. you did the right thing. No need to tell her she isn't wearing underwear. I'm sure she was aware of it. If she didn't want you to see her vagina she would have been wearing underwear. some girls like to do this to emulate Brittney and Paris and other air-headed bimbos. Just relax and enjoy the view.

you should have said something like "Does anyone else smell tuna"?, really loud so everyone around you could here you. Then that girl would ave known that you knew she wasnt wearing anything under her skirt.
you may think this is a joke, and it was meant to be a joke, but looking back at it, it would have worked out well.

I know some girls who don't wear underware, even with skirts.
I don't know if you should say anything-
1- it could embarass her
2-someone could call you a pervert (unjustly)
but then again she may not know that she's giving every one a show.
