Depends on where you go and what you do. Carnival can be good clean fun with lots of beautiful costumes representing various creative themes.

The concept is not uncivilized. Just uncivilized people and their behaviour make it seem that way.

Freud often postulated that if the part of the mind known as the Id was not soothed with the occassional catharsis, it would act out.*
Likewise, there is much indication in the study of other cultures that role reversal and "decadent" festivals help to ease the tenions within a culture.*
Diabolists (practiontioners of the so-called Left Hand Path) point to history and things like Witch burnings as signs of the dominant culture going unopposed so long that it explodes in an orgy of violence-mandating opposition to the dominant culture.**

Whether you agree with any or all of these statements, any civilized member of society that does agree with these and similar statements surely sees such festivals as cathartic in some form, easing the tentions between the classes, the races and even the internal struggle in the mind.

In my opinion, a civilized culture requires ritualized "letting off steam" rituals, or it devolves into that "orgy of violence" that causes witch-burnings, McCarthyism, Fundamentalist Nationalism, Antisecularism and similar bad -isms.

Depends on what you mean by "uncivilised". Mardi Gras in New Orleans could be considered uncivilised by some people
