Why, at the end of the story, when we find out that Roz was actually #1 for the CDA, did she state that she didn't want any news of this leaking, and that she "didn't want to see any paperwork on this". Now granted the big irony is that thruout the movie she was anal about the scarers getting their paperwork in on time, but this statement has a higher significance.

Also, what was the rational for Waternoose following Sully into what was first thought to be Boo's room, but turns out to be the "demonstration room"-- surprising everyone?

Disney has issues. Have you ever noticed that he kills off mothers? Fox and the Hound, Bambi, etc.
Anyway, Roz was "anal" about the scarers getting their paperwork in on time to play the part as not to blow her cover.

The rational for Watermoose following Sully was a trap. Made to make the movie more interesting.

Most of the creatures were afraid of children touching them. She didn't want it to get out, because she didn't want people to know what really happened.

He followed Sully into what he though was Boo's room so he could get attack Sully & kidnap Boo
