When he was a wee little lad (like, 6-10 years old). He told me that his dad used to fondle his penis when they talk. Apparently, he's cleaning it from smegma. Should he tell, or shouldn't he? (he's now 28, and he's been haunted by it ever since)

My god, I can't believe no one has given this a serious answer. Would you tell a woman who was fondled by her father to "just forget it"? Obviously, if he could "just forget it" it wouldn't haunt him. Talk to a professional, it's probably too late to do anything about it legally (statute of limitations), but if it was really just an innocent experience, why does it haunt your friend? It doesn't sound innocent to me if every time they "talked" his dad had to fondle his penis. The smegma thing could be legit, or it could just be an abuser's way of justifying something wrong to a small child so that they think it's normal. That's what they do! I'd definitely encourage him to talk to a therapist. He feels violated and it sounds like he was...
If the father is alive he could always confront him about it - not to get the father to admit it, but so your friend can let his father know that he very much aware of what was done & that it was wrong!. And usually with these kinds of people, where there is one victim, there are others...

Man people really cave to the pressures of society. If his dad was teaching him to clean his penis how is that abuse. Give him a kick in the *** and tell him that he is perfectly fine. What did his penis fall off? People freak out over everything now a days. Tell him to grow up and move on. He's 28 for gods sake and still blaming everything on his parents.

He sounds like he's overdue for a chat with a therapist or his family doctor. Maybe dad really was just keeping him clean, maybe not (I don't have a foreskin, but I'd imagine that by 9 or 10 the boy would be able to keep himself clean, which apparently is the age this stopped).

Unless of course the father is still doing this, or there were more severe things involved he should really just forget about it especially since this was 20 years ago, it's a little late to tell someone.

Poor fellow. Sounds like he needs a good therapist. Also he should tell the police to put the bad guy in jail.

He should defenitely tell someone. Even if it was all inocent, if he doesnt feel right then talking about it with an expert would help him get over it.(or at least fell better about it)

I don't think so, but I would suggest he seek some counseling for it. It's confidential, but a very good way to vent.
