I assume your iBook includes the iSight webcam and Photo Booth is the application that works with it. If so, when your OS X (?) was re-installed, somehow it missed PhotoBooth.
Click on the "Blue Apple" and choose Software Update OR Mac OS X software and search for PhotoBooth and install. It should also be on your OS X DVD.

The same thing happened to me with garage band, they re-installed everything but Garage band.... I'm not too sure why and I don't know how you fix it. You might want to call or log on to apple and if you are under warranty, you shuld be able to re-instal just that from the application disk that came with your computer. If not you might see if you can download it from apple.com or maybe apple will send you an application software disk??? I wish I could help more......

If it's in your Install disc. Download Pacifist to extract and install photo booth.

Well, if you're computers hard drive was wiped, chances are that your stuff was deleted. Sorry.
