When it comes to clothes, what does 'rip stop' mean.?

Are they soft and quite, like cotton, or noisey like nylon?

I always assumed that is stopped a rip in whatever fabric it was. I checked wiki and it confirmed this. It only listed Nylon though.

I have always seen the term on "harder" fabrics such as jackets and tents, never on cotton like products.
